Do you see any objection in reply to the Waichiaopu to say
that I could only recognize that the Chinese Government have any
standing in this question in so far as it affects treatment of
Chinese citizens within British jurisdiction and if Waichiaopu pursued matter further to fall back on note from Secretary of
State to Chinese Minister of May 30th 1899 and adding that I was
not at liberty to discuss matters of jurisdiction further.
2. On the whole however I think it is safer not to raise
the question of jurisdiction particularly as the Waichiaopu have
not themselves raised it directly in present instance and subject
to your approval and to that of Governor of Hongkong I propose to
reply as follows, begins: Paragraph 1. Acknowledgment etc.
Paragraph 2. I am now in receipt of a reply from His Excellency
the Governor in which he authorises me to assure Your Excellency
that while it is necessary for sanitary reasons to proceed with
moving persons in question, every possible consideration has been
extended to them. Paragraph 3. Moreover, the special delegate
for Kuangtung and Kuangsi is misinformed as to place to which
present.....
